Tax max order subtotal not working!

So the tax max order subtotal is not working, I have it set on one tax method for orders under $2 but even for orders over $2 it still shows/adds. Help please!?

Ok so actually non of my tax profiles are working. @Lawrence

This would likely be due to the odd tax setup you have, with both add and remove profiles applying to the whole world. Normally US stores have only add profiles setup to the US
