Guest checkout not available on my paypal account

Hi all
A past customer emailed me to enquire why she could not pay with guest checkout on Paypal when she could do it on her previous orders.
I to my knowledge have not changed any settings.
Do I have to have a business account to allow me to do this and if so are the charges higher for all payments from customers?

I see that the customer states they have sent you some screenshots, could you forward those screenshots onto the e-mail address that is in the contact link at the bottom of the page
