On the quote, is the item weight just for qty 1 of the item, or is it total weight of the item for the quote?

I believe that's just for 1 of the item

That is correct, item weight column shows the weight of 1 item.
In the order as wel, not just a quote

If you hover/touch the weight a "popup" shows the total weight of the lot ordered.
