Looks like I can go all the way from a part in the catalog to the final checkout without ever seeing store terms or information.
I believe there should be another step/info box, maybe even with a confirmation of reading, before final checkout, where specific information like terms can be stated.

I do have things I would like the buyer to see first.
Like why my domestic parcel prices are so high until the shipping gets dialed in. The real prices they can expect.
I might want to tell them about store specials or other advertizing things to boost sales.
Salesmanship things like stating I charge postage with no padding the shipping amount.
That's the first for me that comes to mind.
Many of sellers have lots of restrictions, disregarding how enforceable some of them may be in certain circumstances, and would want them seen and agreed to.
As a buyer I would not want to be blindsided with something like "if your order is wrong I will give a coupon but no refund or replacement" after the fact. I read terms first from habit, but sometimes one gets excited and buys, or is new to the process and would not consider it.

With regards to wanting to show promotional messages or something, for now you could use the slogan, in the future we can give you little box that could appear on every page of the top or something.
EDIT: Though I would not want every page mayself, just on the cart/checkout.
