In the catalog it shows the trailer with no wheels and when I entered a new pic with the wheels it was rejected, reason "this item doesn't include the wheels". well I have it right here and the wheels are built into it!

It does come with the wheels. The axle is notorious for rusting up and can be removed with a bit of effort, but in new sets, the trailer comes with the wheels attached. I've just thrown away two from my personal collection due to rusted axles.

I see, so how do I get it to become a piece on the catalog if its already been denied by admin?

It may exist in the catalogue both with and without wheels. If it does, it's possible you tried to upload your image to the wrong one.
