I set up my Shipping Methods to ship by weight for 1st Class packages less than 1 lb AND the option to Request a Quote for packages Over 1 lb:
My Store - Settings - Shipping Methods - 1st Class Uninsured (United States) - Enabled
My Store - Settings - Shipping Methods - Request a Quote - Only Show if No Other Method Available (United States) - Enabled
I browsed the listings for one of my minifigs I had imported and surprisingly, the item had "Request a Quote" by it. I Deactivated the "Request a Quote" option in my Shipping Methods and then my item changed to "Does not ship to US". When you click into the item it shows my store and "Ships to United States."
Any idea what is going on? I would close the store until I get this fixed; however, I have several folks with carts open shopping. Thanks for any advise.

Having 'request a Quote' seems better than closing shop, but don't look to much at the open carts number. I have 41 open in my store, but don't expect them all to be bought in the coming days.
looks a bit of a mess. You wouldn't expect to see duplicate rows for the same shipping method, so that needs sorting.
It looks like you have a minimum weight of 28g so the method wont apply to anything below that
