Is PayPal the only allowed form of payment?

No, just checked my payment methods and PayPal and Stripe are recommended, but I'm sure other stores offer bank transfers, for example, and there may be others I'm not familiar with.

Through Stripe you can set up basically any form of payment, but I believe since recently Lawrence set up a way to handle iDeal, Sofort, and a few other EU specific direct payment methods.

If by 'billing' the OP means paying the BO and affiliate fees, then you can also pay by card.
