    To obtain a quote, if the seller has Request a Quote enabled for an item type, the customer adds the item to their cart and one of the shipping options is 'Request a Quote'. I think (but am not 100% sure) you can also get to that through the View Cart option.

    To provide a quote, you'll receive the request via BO and it will show up in your dropdown under Quotes by your name in the alerts at the top of your screen in the system. You open it and add a shipping costs - on receipt, the customer can then choose to convert the quote to an order and pay for it. :-)
