I'd suggest this... separate out your UK shipping from all the other countries you ship to. At the lowest weight band, you're currently charging somebody in e.g Germany, £1.50 postage, but it would cost you over £3 to send it.
If you want to make life a bit easier, you can see shared shipping methods from other similar UK-based stores. Under your store's shipping settings there is a button for this purpose. I've not used it but I'm guessing it's fairly straightforward and it might take some of the legwork out of this area. You can always tweak them later on to suit your own needs.
